1 The emission of pollutants from the VOCs waste gas collection and treatment system shall comply with the regulations of GB 16297 or related industry emission standards.
2 When the initial emission rate of NMHC in the collected exhaust gas is ≥3kg/h, VOCs treatment facilities should be equipped, and the treatment efficiency should not be less than 80%. For key areas, when the initial emission rate of NMHC in the collected exhaust gas is ≥2kg/h, it should be equipped VOCs treatment facilities, the treatment efficiency should not be less than 80%; except for the raw and auxiliary materials used in compliance with the national regulations on products with low VOCs content.
3 If the exhaust gas entering the VOCs combustion (incineration, oxidation) device needs supplementary air for combustion and oxidation reactions, the measured atmospheric pollutant emission concentration in the exhaust cylinder should be converted into atmospheric pollution with a baseline oxygen content of 3% according to formula (1) The baseline emission concentration. When using boilers, industrial furnaces, and solid waste incinerators to incinerate organic waste gas, the baseline oxygen content of the flue gas shall be implemented in accordance with its emission standards.
The oxygen content of the exhaust gas entering the vocs combustion (incineration, oxidation) device can meet the needs of self-combustion and oxidation reaction, and no additional air is required (except for the burner that needs supplementary air to support combustion), and the measured mass concentration is used as the basis for determination of compliance, but The oxygen content of the flue gas at the outlet of the device shall not be higher than the oxygen content of the exhaust gas at the inlet of the device.
For other VOCs treatment facilities such as adsorption, absorption, condensation, biological, membrane separation, etc., the measured mass concentration shall be used as the basis for the determination of reaching the standard, and the discharge shall not be diluted.
4 The height of the exhaust cylinder is not less than 15m (except for safety considerations or special process requirements). The specific height and the relative height relationship with the surrounding buildings should be determined according to the environmental impact assessment document.
5 When the exhaust gas with different emission control requirements is combined with the exhaust cylinder, it should be monitored before the exhaust gas is mixed, and the corresponding emission control requirements should be implemented; if the optional monitoring position can only monitor the mixed exhaust gas, it should be According to the strictest regulations among the emission control requirements.
6 Recording requirements
Companies should establish a ledger to record the main operation and maintenance information of the exhaust gas collection system and vocs treatment facilities, such as operating time, exhaust gas treatment volume, operating temperature, residence time, adsorbent regeneration/replacement cycle and replacement volume, catalyst replacement cycle and replacement The key operating parameters such as volume, pH value of absorption liquid, etc., and the retention period of the ledger shall not be less than 3 years.
